To share descriptions of the Criteria with the judges, we recommend you add them to the Judge Invite Email. 

Unfortunately, at this time, it is not possible to include explanations for Criteria in the Judge Interface. We specialize in offering a super simple, clean-cut interface for your Judges, and we haven't found an easy way to maintain that goal while also adding 20-100 words defining Criteria.

If your event is in person (as opposed to online), you could explain the criteria during a judge training (if you choose to have one) or provide them with a physical piece of paper.
